Demolition work to kickstart regeneration of Liscard

The regeneration of Liscard is set to take a significant step forward next week, as contractors begin the demolition of the former municipal building on Seaview Road.

The site clearance will pave the way for the development of much-needed affordable housing in the heart of the town centre.

This key milestone follows a recent decision by councillors to move ahead with the delivery of the Liscard Levelling Up Fund Round 3 (LUF3) programme as a standalone scheme. The project had previously been paused due to the 2024 general election.

The regeneration initiative is backed by a total funding package of £11.98 million, comprising £10.78 million from the UK Government’s Levelling Up Fund and £1.2 million in capital funding from Wirral Council.

Demolition work is scheduled to commence on 14 April 2025, beginning with a soft strip of the building’s interior, followed by full demolition over an 18-week period. The contract, valued at £492,963.27, has been awarded to J. Freeley Limited. Nearby residents have been informed of the works, and measures will be in place throughout to minimise disruption.

The site is allocated for housing under Wirral Council’s newly adopted brownfield-only Local Plan and forms part of a wider regeneration vision for the Seaview Road Car Park area. Once cleared, the land will support the delivery of high-quality affordable homes, alongside enhancements to public spaces and community facilities.

Councillor Paul Stuart, Leader of Wirral Council, commented:

“Work starting to prepare this key site for affordable housing is a significant milestone in Liscard’s regeneration, as we progress with the Levelling Up 3 programme.

“Over the coming months, we’ll be working closely with the community as our plans for the town are developed further, helping to build a more resilient, prosperous Liscard and turning the vision we’ve had for some time now a reality. It’s the latest site in Wirral’s ambitious regeneration plan to take a major step forward this year, and demonstrates our continued commitment to deliver on the plans we’ve so diligently developed.”

The Council is also preparing to launch a procurement process to appoint a development partner for the housing element of the scheme. Meanwhile, multidisciplinary consultancy Mott MacDonald has been commissioned to produce early-stage (RIBA 1 and 2) design options for improvements to the town’s public realm, with a public consultation scheduled for spring/summer 2025.

In parallel, work is underway to develop a strategy to enhance existing properties within Liscard town centre, which could also be supported through the Levelling Up Fund.

The regeneration programme is being guided by the Liscard Neighbourhood Framework, a community-informed document that outlines a long-term vision for a locally distinctive, economically vibrant, and people-focused town centre. This framework identifies both immediate opportunities and medium- to long-term goals for shaping Liscard’s future.

Key to the programme’s success is ongoing collaboration with community stakeholders, elected members, and local businesses. The Liscard Together Partnership, formally launched in June 2024, plays a central role in this work. The group supports a range of initiatives, including local events, environmental improvements, and business engagement.
