New funding launched to speed up development of Grade A offices, labs and industrial space

New funding aimed at accelerating the delivery of high-quality commercial developments across the region has been announced by the Liverpool City Region Combined Authority.

The funding will support land and property projects that deliver Grade A office space, specialist laboratories and premium industrial units across the Liverpool City Region, helping meet growing demand from key sectors and attract further inward investment.

The initiative has been designed to address a number of gaps highlighted in the Liverpool City Region Growth Plan, including a shortage of top-grade office space, demand for specialist laboratory facilities and the need for modern industrial accommodation.

Cllr Mike Wharton, Cabinet Member for Business, Investment and Trade, said unlocking high-quality land and property is key to the region’s future growth.

He said the new funding calls are intended to speed up the development of modern offices, laboratories and industrial spaces that growing sectors require, creating the right conditions for businesses to invest, innovate and expand while generating jobs and opportunities for local communities.

The funding programme focuses on three main development areas:

Grade A Office Space
Projects delivering at least 60,000 square feet of new or refurbished commercial floorspace within the Central Business District to support existing businesses and attract new occupiers.

Specialist Laboratory Space
Investment in Category 1 or Category 2 laboratory space, clean rooms and associated facilities. Projects must allocate at least 40% of overall floorspace to laboratory or clean room use to support the region’s growing health and life sciences sector.

Premium Industrial Units
Funding to support the development of modern industrial units designed for Class E(g) and B2 industrial activities, helping drive growth in advanced manufacturing, which is identified as a key priority sector in the region’s Growth Plan.

The Combined Authority said the funding will focus on capital land and property projects that support strategic sector clusters where there are clear viability gaps. The scheme is expected to be the first in a series of funding calls aimed at boosting economic growth across the region.

Applications for the funding opened on 4 March 2026 and will close at midday on 1 April 2026.
