Award-winning Blackstock Market has opened its final two performance spaces at its hugely popular Liverpool site.
The theatres – Wally’s Room, which has capacity for 227, and the 147-seater The Barn – are the latest phase of the acclaimed £8million city entertainment destination to be completed.
Meanwhile the venue has also unveiled a stunning new private function space, Lily’s Lounge, which has three distinct spaces including a bespoke bar and can accommodate up to 140 people for parties, weddings and other special events.
Blackstock Market is the brainchild of Hot Water Comedy founders Paul and Binty Blair and first opened its doors in April, since then it has attracted tens of thousands of visitors.

The site in Blackstock Street is the home of Hot Water and now houses a total of three theatres of varying sizes, including a purpose built, state of the art 589-seat auditorium – the largest regular comedy club space in the world. Together they can accommodate almost 1,000 comedy fans each night.
There’s a busy programme planned for the autumn featuring some of the best household names along with rising comedy stars.
They include Tom Stade, Emma Doran, Barbara Nice, Paul Smith, Justin Moorhouse, Steve Gribbin, Alfie Brown, Daliso Chaponda, Kai Humphries and Kate Tracey.
Along with star names and new talent, the programme also features weekly open mic nights, and regular Green Room Podcasts.
Blackstock Market is open six days of the week, apart from Tuesday, with no need to book to access the main market areas and most attractions, and free live music on site daily.

Attractions include the stunning Whisky & Water bar featuring more than 400 Scotch and world whiskies and bourbons, and a mezzanine seating level for 200 people overlooking the venue’s busy, award-winning food market.
A giant rooftop terrace, the largest in Liverpool and which will also have the capacity to seat more than 200 people along with its own fully licensed bar area, is due to open to the public early in 2025.
Meanwhile Blackstock Market’s busy food offering has been named Merseyside’s Best Regional Food Market by LUXLife Magazine. Street food vendors on site include Burgerism, Pattersons, KO Grill, Laros, Paulie’s Pizzeria, North Garden, Desserts by Dre and Todo Tacos. Two new outlets, Forked Up and So Salsa, are also due to open soon.
The venue has also recently scooped a commendation in the Culture & Tourism Business of the Year category at the Merseyside Independent Business Awards, while it is currently in the running for two more prestigious accolades – in the New Tourism Business of the Year category of the Liverpool City Region Tourism Awards, and Merseyside Regional Champion at the Your Move Awards.
With various spaces available for hire, and with high-speed Wi-Fi throughout the site, the venue offers a backdrop for an array of occasions, from weddings and corporate events to art exhibitions and music festivals, ensuring an unforgettable experience for any gathering.
It is also dog-friendly and provides free on-street parking.

Paul Blair says:
“It’s brilliant to finally have all three of our theatre spaces up and running, meaning we can now programme even more shows and welcome almost 1,000 comedy fans on any one night to enjoy some of the best and biggest talent on the current comedy scene.
“We’ve been overwhelmed by the response since Blackstock Market opened six months ago. We had a vision for the site, and it’s not only been realised but has exceeded our expectations. People have really embraced everything the venue has to offer, and it’s attracting thousands of all ages through the doors every week.
“Our busy food market is an award winner, and we’ve recently been commended in the Merseyside Independent Business Awards as well as being shortlisted in two more high profile award events.
“In addition, our family fun days have proved so popular that we’ve now extended them from Sundays to the whole weekend. And at the heart of it all we’ve got an amazing autumn programme lined up to keep our audiences entertained to Christmas and beyond.”

Christmas is definitely in the air – and there’s no better signal that the festive season has well and truly started than the opening of everyone’s favourite festive market.
Liverpool Christmas Market is back in the city next weekend, and here’s everything you need to know…
When is the Christmas Market on?
It’s on from Saturday, November 16, to Tuesday, December 24, so that’s five weeks of festive fun right in the heart of the city.
What time does it open?
Stalls will be open from 11am and close at 10pm.
Where is it?
You couldn’t get a better location for the Liverpool Christmas Market. Yet again it’s set against the stunning backdrop of St George’s Hall, stretching out along and around St George’s Plateau and William Brown Street.

What can I expect to find there?
All the amazing things that make up a Christmas market which will get those jingle bells ringing in your ears, not least loads of fabulous places to eat and drink. The tipi bar, the ski bar, and the windmill bar will be back this year, along with a new Bavarian Bar which will host local performers every weekend.
There will be plenty of selfie moments dotted around the market from life size Nutcrackers to Polar Bears so have your cameras ready to make amazing memories this festive season.
And for the kids especially, there will be plenty of rides and activities, like the big wheel, snow slide and Santa Land to make it the best family trip out.
You can bet there will be food stalls with everything from Yorkshire pudding wraps to pretzels and crepes and, of course, the odd bratwurst. You’ll also find a great hot chocolate topped with whipped cream and marshmallows.
And, if you fancy getting some Christmas shopping done too, you’ll find tons of traders ready to help you find the perfect gifts.
What traders will be there?
Usually there’s crafters and makers selling unique gifts, decorations, art, crafts, jewellery, and more.

How do I get there?
There couldn’t be an easier market to get to, especially if you’re travelling to the city by train. It’s opposite Liverpool Lime Street station, the city’s mainline station, which is also a stop for Northern Rail. If you’re coming from Wirral, there’s a Merseyrail Station at Lime Street, or you can change at Liverpool Central, Moorfields and James Street (all of which are only a short walk away too).
Where can I park?
If you’re heading into town by road, you can put St George’s Hall’s postcode into your SatNav – L1 1JJ. There’s plenty of parking close by including St Johns Shopping Centre, Q-Park at Queen Square, and Mount Pleasant Car Park.
Is it accessible?
The organisers of Liverpool Christmas Market are dedicated to making the market accessible to all visitors, wherever possible. Given that the market is situated around the Grade I listed St George’s Hall, there are challenges with the cobbled paving in this historic area. However, extensive work with accessibility advisors has led to several modifications to make the market as inclusive as possible, without impacting the Hall’s protected status.
The market has incorporated accessibility features including strategically placed dropped kerbs and ramps.
Additionally, the market layout now extends to William Brown Street and St John’s Gardens, both of which are free of cobbles, offering an alternative path for wheelchair users and others with mobility challenges. There are also dedicated wheelchair-accessible entrances located at Lime Street between the two lion statues, and on William Brown Street.

The former Alma de Cuba, one of Liverpool’s most distinctive historic venues dating back to the late 1700s, is about to reopen as St Peter’s Tavern.
New owners 1936 Pub Company, which has most recently been behind the restoration of The Vines and The Monro, has spent the past two months renovating the grade II listed former church into St Peter’s Tavern.
It has carefully returned features to their original condition, including the famous altar where a DJ booth has been stripped out to leave the focus on beautiful old frescos.
MJ King from the company’s operations team says the building was so stunning it was more about revealing things rather than adding anything too dramatic.

“We’ve built a track record for ourselves now of looking after these kinds of spaces and really enhancing what’s naturally in place,” she says.
“With the altar, how could you even consider doing a single thing to it besides honouring the way that it is and trying to bring it to a place that is as near to its original state as possible?
“The aim is just to have it as the main focal point for the building, and it is going to be strictly visual. We’re not going to be putting any seating up there, we’re not going to have entertainment up there, the altar is there to provide historic ambience for the venue.
“Previously there was a DJ station there which we’ve taken out and that’s not something we’re going to be considering replacing.
“You have these beautiful painted and gilded frescos on the walls around the altar, and we didn’t want anything to obscure those, so other than beautiful tall pillar candles we’re not going to be doing anything.
“We just want to do minimal damage and the most restoration as possible.”

MJ says another feature which will now be on show is the building’s beamed ceiling which had been blocked from view by an additional private hire space.
“The previous owners built in a large second floor structure so they’d be able to do private hire for weddings etc, and we understood that from a hospitality point of view, but it completely cut off any visuals of the original wooden beamed ceilings so we have taken that entire floor out.
“Now if you’re on the ground floor or first floor and you look up you can see the architecture right up to the ceiling again.”
1936 Pub Company’s attention to detail is also evident on the outside of the site on Seel Street, which is due to reopen within the next 10 days.

MJ explains: “The building dates back to 1788, that date is carved above the entrance, so that’s something we’ve made sure to highlight. The painting outside is as close to the traditional colours as we could find, and the date has been highlighted in black so it stands out.
“We’ve just come off the back of winning a national design award for historic conservation with The Vines and that was a real honour for us.
“With St Peter’s Tavern we don’t want any gimmicks or to do anything over the top or crazy, we just want to be able to gift it back to the city as a piece of history.”

A new community cinema night is launching on Smithdown Road with a screening of Film Stars Don’t Die in Liverpool and a Q&A with Liverpool screenwriter Peter Turner, whose life story the film is based on.
Since it opened in 2021, Smithdown Social Arts Hub has established itself as an inclusive place for artists to exhibit and for events including poetry, music gigs and drawing classes.
Now it’s expanding the film side of what it offers to reach an even wider local audience, hosting a new community cinema with organic popcorn and chocolate in the ground floor gallery.
The night, which organisers plan to make monthly, will start this Thursday from 6.15pm.
Brenda Monahan, Director at Smithdown Social Arts Hub, says they’ve been keen for a while on having cinema in the space, and a collaboration with Smithdown Litfest founder Ian Skillicorn helped it to happen.

She said:
“We had a film school where we did script to screen and we made 10 short films which were screened at FACT, but this will be our first screening of an external film,”
“We’ve been working with Ian for about a year, and he mentioned the idea of having a community film space. We’d already thought about that, and Ian knows Peter so he suggested this as the first film.
“It sold out in two days so obviously it’s something people are really keen to see here.”
Smithdown Social Arts Hub opened on Smithdown Road, opposite the junction with Ullet Road, in June 2021.
Plans by social entrepreneur Paul Tsanos, owner of Naked Lunch café, to renovate previous premises on Crawford Road had to be shelved due to lost funding in Covid.
But this three-storey building gave them a renewed opportunity to launch the hub – first for digital exhibitions during lockdown and then as a physical space once everywhere opened up again.
Brenda explains:
“When Covid hit we needed to pivot our business to something more digital, so I came up with a strategy to create an online space for art, music, film and literature projects.
“Paul had this building on Smithdown that had been shut down because of Covid, that’s where we are now, so we let go of Crawford Avenue and in December 2020 we moved to do the digitised strategy within this space.
“We opened the gallery in June 2021 when we were allowed to reopen again and had our first exhibition in collaboration with Saphina Aziz, who helped us to find a group of artists from different cultures.
“I started creating projects and we’re now on our 31st exhibition. I wanted to give as many artists access as possible and we’ve helped 120 artists to have exhibitions.”

With three floors of space, Brenda says they’re always looking for additional ways to open the hub up to the community.
Film Stars Don’t Die In Liverpool will be the first of many cinema nights to be scheduled into 2025, and there are already plans to show the black and white classic 1951 version of Scrooge for Christmas.
“We have a sound system that runs through the gallery so it lends itself to screenings and we have an exhibition that will open the following day so everyone will get a sneak preview of that too.
“We really want to get people in who live in the area who maybe didn’t know about us and what we do because we’re here as a creative space for them to use.
“We have three floors and they can rent the space as well so there are lots of opportunities to get more things happening.”

Liverpool International Jazz Festival has announced the dates and line-up for its 12th annual celebration in 2025.
The four-day extravaganza of music and film at The Capstone Theatre will take place from Thursday 20th February through until Sunday 23rd February and will once again feature some of the world’s most talented artists in the genre.
On Thursday 20th February at 7:30pm, the son of legendary jazz musician and composer Dave Brubeck, Darius Brubeck will lead the London-based Darius Brubeck Quartet, which has been together for 15 years and tours internationally.
The following afternoon on Friday at 1pm will see a screening of Playing the Changes – Tracking Darius Brubeck, a film about what it is like to grow up as a jazz musician in a turbulent time of racial segregation in the US and political tension during the Cold War, and about applying these experiences to living and teaching in segregated South Africa. The feature examines how jazz had such a transformative role in different societies like (post-)Soviet Poland and Nelson Mandela’s South Africa, where jazz was present, but disowned through apartheid.

Following the screening there’s a Q&A with Darius, his wife Cathy and director Michiel ten Kleij.
The Friday evening will then see a performance from a ‘wild and exhilarating’ blend of top UK musicians from various generations, for whom Swiss drummer and percussionist Florian Arbenz has tailor-made his newest project.
Throughout his nearly 30-year musical career, Arbenz has consistently demonstrated that he’s not only a brilliant drummer but also has a keen sense for unique and gripping combinations of musicians and instruments. In his latest project, he turns his attention to the musical connections he’s formed during his frequent visits to the UK.
From the rising star Immy Churchill to internationally renowned musicians like Percy Pursglove, Jim Hart, and Ivo Neame, and the legendary veteran Christy Doran, five illustrious British musicians contribute to Arbenz’s supergroup.
On the afternoon of Saturday 22nd February at 1pm, the festival joins forces with Liverpool’s South Asian arts company, Milap for a captivating afternoon of music featuring the extraordinary talents of Rekesh Chauhan and Kousic Sen.

Chauhan, a multi-award-winning British pianist and composer, is celebrated for his versatility in both Indian and Western classical traditions. His performances have graced some of the world’s most prestigious stages, and he has collaborated with legendary artists such as Pt. Birju Maharaj and Mercury Prize-winner Talvin Singh.
In Milap’s Beyond Roots, Rekesh will be joined by internationally renowned tabla maestro Kousic Sen. Together, they will explore the dynamic intersection of Indian classical music and jazz, blending tradition with contemporary innovation.
Then, on Saturday evening, the festival will welcome Neil Cowley Trio onto the Capstone Theatre stage, returning to the scene after a break of 7 years with their new album ‘Entity’.

As a young boy, Cowley studied classical music and by the age of 10 had performed a Shostakovich piano concerto to a full house at London’s Queen Elizabeth Hall. By his mid-teens he had turned his back on his classical career entering the world of old-school R’n’B, soul and funk and working with some of the most successful bands of the day including the Brand New Heavies and Zero 7 alongside his own chill-out production duo, Fragile State.
The trio went on to record six highly acclaimed studio albums – Displaced (2006) winner of the 2007 BBC Jazz Award for Best Album; Loud… Louder… Stop (2008) hailed by Mojo as a ‘modern classic’, Radio Silence (2010), cementing Cowley’s credentials as a brilliant, dazzling composer; The Face of Mount Molehill (2012) with a string ensemble that earned them the 2013 Jazz FM award for Best UK Jazz Act and Touch and Flee (2014), described by Cowley as his ‘concert hall album’.
The Sunday afternoon of the festival will see internationally acclaimed jazz pianist Dorian Ford celebrate the 50th anniversary of Keith Jarrett’s legendary improvised 1975 Köln Concert with a unique performance.
Reaching back through time he blends his passion for Jarrett’s brilliant original with his own improvisations, Ford’s riffs and grooves re-igniting the spark of genius of the young Jarrett. The original live recording is still the best-selling solo piano album in history in both classical and jazz.
Closing the festival on the evening of Sunday 23rd February at 7:30pm will be the award winning young saxophonist and composer, Emma Rawicz.

Rawicz is a bandleader with an astonishing musical maturity. At just 22 years of age, she has achieved a huge amount, including the release of two critically acclaimed albums Incantation and Chroma and extensive headline tours across 15 countries.
She has appeared in high profile festivals and venues including concerts featuring as a soloist with the BBC Concert Orchestra at the Queen Elizabeth Hall, and with the German SWR Radio Big Band at a sold out Berlin Philharmonie. She was the youngest ever Artist in Residence at Cambridge Jazz Festival and has received a number of awards and nominations recognising her achievements.
After a record year in 2024, Liverpool International Jazz Festival is back in 2025 with another exciting line up featuring some of the world’s leading jazz musicians. Individual event tickets start at just £5.50, whereas full festival bundle tickets are just £65.45.

It’s been hailed as Liverpool’s answer to TOWIE and Made in Chelsea.
New reality pilot It’s a Scouse Life is set to premiere this month – so here’s what we know so far …
What is It’s a Scouse Life about?
It’s a Scouse Life is a new 60-minute pilot show which follows the lives of nine ‘glamorous young people’ who called Liverpool home.
Filmed throughout the summer, it promises an up-close and personal look at the ups and downs of a close-knit group of Merseysiders as they juggle relationships, friendships, business, and family life in our lovely and lively city.
Who are the nine?
They’ve been named by E4 as Georgia, Jonny, Jess, Rain, Liam, Leon, Melina, Ant, and Jenny. A little bit of digging – and a matching of names and photos on Instagram – has revealed a little bit more, like the fact that Jonny is city saxophonist Jonny Crane and Melina Halpin is an actor and singer, and fashion entrepreneur. Georgia is a dancer and model; Leon Arnasalam is a footballer who plays for Clitheroe FC, and Jess did a walk from Maghull to Zoe’s Place to raise money to help try and save the hospice!
Rain – Raniella Rain Castillo – is a singer/songwriter, like Jenny (Jennifer) Christine.
Which channel is it on?
The show is going to be shown on E4.
When is it on?
It’s a Scouse Life will premiere on Tuesday, November 12, straight after Married at First Sight UK, at 10.25pm.

Why this city?
The show was a commission for E4 from Optomen Television. Genna Gibson, commissioning editor for reality and entertainment for Channel 4, says: “Channel 4 has a celebrated history of showing Liverpool on screen, which makes it all the more exciting to bring this latest reality project to viewers on E4 to show modern Liverpool in all its glory.”
Thanks for the magic Liverpool!
Optomen CEO Nick Hornby adds: “We want to thank the city of Liverpool and our cast, who gave us the magic needed on-screen and off-screen to produce this charming reality project. We’re sure E4 viewers will enjoy the authentic access to the some of the young lives and loves in and around L1.”
Showrunner Simon Atkins says: “Getting to spend time in this vibrant city gave a real insight into the close-knit lives of this cast, their families and the community which we hope shines through in this pilot.”
So what can we expect to see?
An overview of the show says that, determined to be the queen of the city, entrepreneur Melina is setting up a new fashion brand with her best friend Thomas and on a house-hunting adventure with her new boyfriend, MMA fighter Darren Till.
Meanwhile, Georgia – the longest reigning ‘Miss Liverpool’ the city has ever had – is forging a new career in the events industry. She’s willing to do whatever it takes to secure a coveted role at a club in the city, but her competitive spirit only intensifies her rivalry with Melina, and tensions rise as both women compete for the spotlight (leading to a blazing row in a nightclub bathroom, tipping their rivalry into open warfare and leaving the rest of the group on edge).
Sax player Jonny is a ‘man about town’ who plays in some of the biggest nightclubs in Liverpool. On/off girlfriend Jenny is hoping that he’ll soon pop the question, but the gossips’ tongues are wagging that he likes the attention from adoring fans too much…
It’s a Scouse Life – Tuesday, November 12, on E4: 10.25pm.

Exciting plans for a new railway station in Liverpool’s Baltic Triangle have taken a significant step forward, with a planning application submitted for the £100 million development.
The Baltic Station project is a major part of Mayor Steve Rotheram’s vision to enhance public transport across the Liverpool City Region, aiming to improve connectivity, accessibility, and environmental sustainability.
Other projects include the new Mersey Ferry, St Helens Interchange redevelopment, bus franchising and rapid bus transit.
Additional rail schemes include the recent introduction of new, modern accessible trains and future plans for three new stations at Daresbury (Halton), Woodchurch (Wirral) and Carr Mill (St Helens).
With the Combined Authority setting an ambitious target to make the city region Net Zero by 2035, the station will help encourage people to get out of their cars and travel more by public transport as well as attract more people to this up-and-coming area.
Passenger benefits including step-free access from pavement to train, modern facilities, toilets and secure storage for cycling are all part of the plans.
As part of the scheme, highways works will connect the station to surrounding areas and integrate with the city’s expanding active travel network.

Steve Rotheram, Mayor of the Liverpool City Region said:
“For decades there were no new stations built on our network, so this is another major milestone in the development of the expansion of rail services in our region. Liverpool Baltic Station isn’t just about improving connectivity – it’s about creating new opportunities, connecting our communities to jobs, education, and each other, and contributing to a healthier, greener Liverpool City Region.
“Investing almost £100 million at the heart of one of the UK’s most vibrant areas, will help to make this part of the city more accessible to all while easing congestion and helping us achieve our net-zero targets.
“Liverpool Baltic is another step in our vision to build a fully integrated London-style transport system. We’re extending Merseyrail to more communities with future stations already planned in Daresbury, Woodchurch, and Carr Mill. I believe good quality public transport is a right, not a privilege.”
The aim is for construction will begin next year, with the Mayor pledging to have the station open by 2027.

Submission of the planning application follows significant support from a recent public consultation. The station, set to be located on Merseyrail’s Northern Line, will serve one of the city’s most dynamic districts, recently named the 11th coolest neighbourhood in the world by Time Out magazine.
The development builds on the success of the £80 million Headbolt Lane station, which opened last year in Kirkby. This station is served by pioneering battery-powered trains which have brought about the first extension to the Merseyrail network in a generation, with further growth planned.
The scheme is being funded via the City Region Sustainable Transport Settlement (CRSTS), dedicated to major transport projects across the city region. At last month’s Combined Authority meeting, local leaders approved a new £96m funding package for the scheme, which paved the way for the planning application submission.
Alongside the station scheme, the Combined Authority is working on a number of other public transport projects, including the new Mersey Ferry, St Helens Interchange redevelopment, bus franchising and rapid bus transit, which will further help to develop our network.

A new and unlikely partnership has been developing across the last two months between a local former Commonwealth boxing medallist, a Britain’s Got Talent dance troupe leader, and Merseyside Police.
Tom Stalker and Miguel Doforo have been working with Merseyside Police in Knowsley to encourage young people to follow their passion and divert them from falling into criminal activity and antisocial behaviour.
Stalker’s gym, founded by GB Boxing squad Captain Tom Stalker, always a haven for young people interested in boxing, recently offered up its space to Miguel, director of the MD dance group, to host dance sessions for local young people.

Local Policing Inspector, Jennifer Murray, says there is a direct link between diversionary activities such as gym and dance classes working alongside the police and reductions in antisocial behaviour. She said:
“Bonfire night is a really exciting time for kids, but it’s also a time when it’s really easy for them to get drawn into antisocial behaviour. As a force we’ve put ten thousand pounds specifically into diversionary activities around this time of year because we know, from partnerships like this, that diversionary activities work.
“At this time of year, you can’t really overstate how important places like Stalker’s are for young people. Tom and Miguel are both local, so they know the pressures young people can face and how they could get drawn into antisocial behaviour.
“For them to see Tom, who grew up facing the same challenges they’re facing, but turned all that passion towards achieving these exceptional things – it’s the role model they need.

“And to have Miguel, who’s been on TV and led kids to all these great things offering dance here… it’s amazing. I think of Tom and Miguel as Knowsley’s answer to Billy Elliot.
“The gym isn’t just a business that happens to be in an area where the kids need more to do – Tom and Miguel are unbelievably proactive. If I’ve got a group of kids whose names keep cropping up –perhaps often out late and at risk – I can call up Tom and Miguel and see if there’s anything they think they could offer them.
“Because they do dance, as well as boxing and general fitness, we can be quite confident that there’ll be something on offer they’ll be interested in.
“The kids don’t really want to listen to us as the police –but will listen to people like Tom and Miguel – who’ve lived what they’re living.”

Superintendent Dawn McNally, operational lead for the Halloween and Bonfire period, stressed the importance of diversionary activities for young people across the region. She said:
“This is a brilliant example of the sort of collaborative working where the community really benefits. I know there’s been a huge push by Local Policing teams and the force’s Community Engagement Unit in the run up to Bonfire night to support initiatives that will give young people something fun and positive to do. I’d really urge parents and carers to have a look at what activities are taking place near them.
“Firework misuse is a real cause for concern at this time of year. Our licencing team have been incredibly busy helping to ensure that fireworks are sold safely and responsibly. If anyone has any concerns about retailers not storing or selling fireworks safely, or selling them to anyone underage, I’d urge them to report it on our website.”
Merseyside Police is encouraging anyone who wants advice on preventing crime and antisocial behaviour across Bonfire Night to visit its dedicated web page here.

Liverpool City Council is moving to take direct control of key environmental services, including waste collection, street cleaning, and park maintenance, in a bid to improve cleanliness, enhance recycling rates, and reduce carbon emissions city-wide.
These services have been delivered by Liverpool Streetscene Services Ltd (LSSL) since 2016, a Council-owned subsidiary. However, a report scheduled for the Council Cabinet’s 12 November meeting is expected to recommend bringing LSSL staff directly under the Council’s management.
Now a report to the Council’s Cabinet, which meets on Tuesday 12 November, is recommending that staff from LSSL are brought back under the direct control of the Council to deliver a year-round environmental programme for residents and businesses.
Although this move will have no direct impact on the collection of household waste, it will be part of a wider drive to improve the city’s low recycling rates and to strengthen environmental enforcement action.
Once delivered, it is anticipated the City’s new approach to waste management will ensure services are joined up and working efficiently over the coming decade, as well as radically reducing the city’s domestic carbon emissions.
Next week’s recommendation has been heavily influenced by responses from the Council’s annual residents’ survey, in which the cleanliness of the City was identified as their number one priority.
The Council has already invested significantly based on this feedback, recruiting 18 new Streetscene staff to focus on litter this year, with more being hired to target enforcement on issues such as flytipping.
Liverpool, which has witnessed the installation of the biggest network of urban underground bins in the UK, is also currently piloting solar bins as the Council seeks to explore innovative ways to tackle environmental challenges.
The Council has also improved its weed management schedule in response to warmer and wetter winters and has continued its new green maintenance programme to encourage more biodiversity in the City’s parks and open spaces – both elements delivered by LSSL staff.
A number of factors have caused the Council to rethink the out-sourced model, such as upcoming national legislation on food recycling rates and the Council’s decision to invest in the introduction of a new Neighbourhood model.
The Council established a joint working group between LSSL, which employs more than 600 staff, and Council managers to establish a way forward, and together found that an insourcing arrangement would also enable stronger enforcement against environmental crime and anti-social behaviour.
The transfer of LSSL Staff, which will involve consultation with all stakeholders, will take place over the next year and is due to be completed by 31st October 2025.

WASTE FACT: Liverpool’s recycling rate is the second lowest in the country. Just 17.9% of household waste was re-used, composted, or recycled in 2022/23. This results in both high costs for disposal, and high levels of carbon emissions.
Work on a new recycling and waste strategy is currently taking place, to establish key improvement targets and to identify operational service improvements, resident awareness/education campaigns, and posts required to deliver the change.
It is anticipated this new strategy will be presented to Cabinet in early 2025.
Council Leader, Councillor Liam Robinson said:
“This recommendation is a clear example of Liverpool City Council listening to residents about what issues they most want to see sorted, and looking at ways to continually evolve and improve.
“Insourcing is not a decision we have taken lightly, but there is clear evidence that having all of our environmental services under one roof can create positive benefits and outcomes for the City’s residents.
“I want to be crystal clear that this is no reflection on the staff at Liverpool Streetscene Services Ltd, who have consistently delivered tremendous work.
“This move is about the Council prioritising and putting in place the right conditions to drive innovation and efficiency across our services, bringing direct benefits to the people of Liverpool who depend on them.”
Councillor Laura Robertson-Collins, Cabinet member for Communities, Neighbourhoods and Streetscene, added:
“Liverpool’s streets and parks are the number one concern for our residents, and this Council.
“How we maintain them as well as collect, manage and recycle waste and enforce against dumping and littering is an issue that we have been looking at intensively for the past 18 months. This has already led to a number of improvements and new investment.
“The next step in the journey is to provide environmental services that better reflect the needs of each community and the best way to achieve that flexible approach is to insource the staff from Liverpool Streetscene Services Ltd.
“This move would also provide new opportunities for further innovation and efficiency, bringing direct benefits to our residents and businesses as well as improving the overall cleanliness of our City.”

Birkenhead town centre is undergoing a transformation aimed at creating a more welcoming, accessible, and sustainable environment for residents, visitors, and shoppers.
The project, which has been running for six months, spans two main areas – Conway Street/Europa Boulevard and Charing Cross/Grange Road/Grange Road West—and aims to make the heart of Birkenhead more attractive and easier to navigate, especially for cyclists and pedestrians.
Funded from a combination of sources, including the UK government’s Future High Street Fund (FHSF) and Liverpool City Region Combined Authority’s Active Travel fund, the programmes will complement the wider Birkenhead regeneration plans that are already underway in the town.
Public works of this scale inevitably bring a degree of disruption and inconvenience to residents, businesses and the wider Wirral public looking to spend time in central Birkenhead for shopping and leisure – however, efforts are always made to minimise this as much as possible.
But the clear message for all is – even while parts of the town centre are currently affected by active construction works and there are some delays to traffic flow, particularly at peak times – Birkenhead town centre remains very much open for business, shopping and leisure.

The contractor on the two schemes, Graham, is committed to maintaining pedestrian access to all businesses within the areas where works are taking place and the council will continue to liaise with all stakeholders to help them to do that as smoothly as possible. In some cases, work will take place outside of trading hours if it involves disrupting access to shop entrances.
While work on pedestrian access is underway, Birkenhead’s public transport and car parking facilities are all functioning as before to get people in and out of the town centre as quickly and conveniently as is possible.
The schemes are a third of the way through the 18-month timescale, with sections due to be completed soon. Progress and improvements will be easier and clearer to see as the project moves along.
The early parts of the preparation and groundworks included removing paving, drainage, street lighting, street furniture and other public realm elements that will be replaced and improved as part of the work.
By the time the schemes come to an end in 2025, people will see a much-improved town centre, which will include three times as many trees as were there before and the planting of thousands of new shrubs and plants.
On Conway Street, between Hemingford Street and Argyle Street, there will be a full replacement of the footpath on the north side of the road and new trees planted. There will also be a segregated cycleway created on the north side of the road with better pedestrian and cycle crossing points along Conway Street.
As part of the same scheme, the existing dual carriageway on Europa Boulevard will be reduced and a new cycleway created using the west side of the carriageway and two-way traffic being introduced on the east side of Europa Boulevard. This part of the scheme also includes replacement of the current paving.

The final part of this scheme will see the Europa Square car park reconfigured to provide a better, safer connection for pedestrians and cyclists between Birkenhead bus station and Conway Park railway station. It will result in the loss of 50 car parking spaces in the car park.
The other scheme is delivering improvements to Grange Road, Grange Road West and Charing Cross. On the busy junction of the three, which also includes Oxton Road, people will see improved pedestrian crossings and new paving installed, while on Grange Road there will also be new paving, as well as new trees planted. There will be an increased focus on preventing vehicles accessing this area outside of loading times.
As part of this scheme, a new one-way arrangement is being trialled on Grange Road West allowing traffic to drive down Grange Road West only in a westerly direction between Charing Cross and Clayton Street. As this part of the programme is a trial, residents will be able to provide feedback on its effectiveness before any decision is made as to whether the change will be made permanent.
