New “community-led” parking rules revealed ahead of final test at Everton’s new stadium

Liverpool City Council has confirmed updated parking measures for matchdays and big events at Everton’s new Hill Dickinson Stadium at Bramley Moore Dock — and the council say changes have come straight from what local people asked for.

After listening to residents and businesses around the site, the council has made tweaks to the original parking scheme which was first tested during the stadium’s opening events earlier this year.

The improved rules will come into force on Monday 4 August, ready for Everton’s final test match at their new riverside home on Saturday 9 August — just before the Premier League season kicks off.

The parking plan, which covers an area up to a 30-minute walk from the ground, aims to manage traffic and make sure people living and working nearby aren’t left fighting for spaces on matchdays.

After consultation and review, the council’s highways team has brought in a series of changes, including:

  • New restrictions on non-event days in industrial areas
  • Longer waiting times for non-event days, increasing from one to four hours
  • Extra parking bays to help local businesses and community hubs
  • More Blue Badge spaces on Regent Road

An ‘event day’ will usually mean any stadium event with more than 10,000 people, but the council can also apply the same rules to smaller matches or events nearby at places like Goodison Park, Anfield or even the city centre if needed.

Clear signs will show when the rules apply, with details at parking bays and permit zone entry points. Letters have already gone out to homes and businesses in the area, explaining how to apply for permits — with larger permit requests for businesses still handled case by case.

The changes also tie in with a new Controlled Parking Zone for Liverpool city centre, which will soon run every day from 7am to 11pm.

These updates follow feedback from the first test events at the 52,000+ capacity stadium and come alongside other improvements like better street lighting on walking routes, clearer pedestrian signs from Sandhills and the city centre, plus new temporary signs for shuttle bus and taxi pick-ups.

Councillor Dan Barrington, Cabinet Member for Transport and Connectivity, said:
“We know traffic and parking can really affect day-to-day life, so we’ve worked closely with local people to make sure this scheme works for everyone.

“These updates reflect what residents and businesses told us they wanted and we’ll keep reviewing it over the next six months to see if any more tweaks are needed.

“Our aim is to balance the buzz and crowds on matchdays with everyday life in the neighbourhood — and I’d like to thank everyone for their support and patience as we get this final version in place.”
