Planning permission approved for next phase of Royal Liverpool University Hospital development

Plans for the next phase of redevelopment on the former Royal Liverpool University Hospital site have been approved by Liverpool City Council.

The approved proposals mark a major step forward and focus on improving access around the site, while creating new outdoor wellbeing spaces for staff, patients and visitors. The work will deliver vital infrastructure to support the hospital now and lay the foundations for future development in the years ahead.

As part of the plans, a new road, footpath and cycleway will be created to connect the hospital’s Main Entrance podium drop-off to Prescot Street and the north of the estate.

This will complement the existing link road currently under construction between the Main Entrance and Daulby Street, which is due for completion in late 2026. Together, these improvements will make access to the north of the hospital significantly safer and more efficient for vehicles, pedestrians and cyclists.

The redevelopment also includes the creation of a new public green space with native planting, trees and wildlife-friendly features, alongside new walking and cycling routes.

Working with BAM UK & Ireland, in an exclusive collaboration with the Eden Project, the scheme will transform part of the now-demolished hospital site into a nature-rich space that promotes wellbeing in the heart of the city. The design supports safe movement across the site while providing a quiet place for relaxation and reflection, complementing the estate’s ambitious Biodiversity Plan.

Planning approval has also been granted for a temporary staff car park providing up to 116 spaces, accessed from Prescot Street. The car park is expected to be in place by the end of 2027 and will operate under strict planning conditions while longer-term parking proposals, including a potential multi-storey car park, are developed as part of the wider estate masterplan.

Looking further ahead, the Royal site masterplan includes proposals for additional health, research and support facilities to enhance services for patients across the region.

Planned developments include Maggie’s, a cancer support centre expected to open in 2027, alongside opportunities for health innovation, research and clinical education in partnership with the University of Liverpool. There is also scope to expand clinical facilities within the existing hospital site as part of future phases.

All future developments will be delivered in stages and designed to work alongside the current hospital, supporting staff and patients without disrupting day-to-day clinical services.

This will transform the site into a more accessible, user-friendly and green environment, ensuring it meets the needs of those using it, while supporting our ambitions for future development that will benefit patients, visitors and staff for years to come.”

Work on the approved phase is expected to begin from August 2026, with completion targeted for the end of 2027.
