Liverpool City Region roads set for huge multi-million-pound investment

This planned £308m boost comes from the region’s landmark £1.6bn Transport for City Region (TCR) fund and is set for final approval at the next Combined Authority meeting on Friday, July 17.

If rubber-stamped, the funds will be shared among the region’s six boroughs – Halton, Knowsley, Liverpool, Sefton, St Helens, and Wirral – drastically speeding up the timeline for road renovations and refurbishments, ensuring major transport links become safer for buses, cyclists, and motorists.

This financial boost will complement the £233m-plus already committed to regional highway developments, driving the total expenditure on repairing and future-proofing local streets past £500m.

A £21m slice of the funding will be funnelled into infrastructure enhancements that directly back road safety campaigns, supporting the Liverpool City Region’s “Vision Zero” blueprint, which targets the total eradication of road deaths and severe injuries.

On top of that, an extra £30m is being set aside to modernise bus stops and shelters, boost accessibility at train and bus hubs, and install fresh wayfinding signage throughout the regional transit layout.

Steve Rotheram, Mayor of the Liverpool City Region, said:

“People don’t judge their transport network by reading strategy documents – they judge it by the journey they make every day. They notice whether the bus turns up on time, whether the road is full of potholes, and whether it’s safe to walk or cycle.

“For too long, our region hasn’t had the investment needed to keep those everyday journeys running smoothly. Thanks to devolution, we’re changing that. We’ve secured record funding and, crucially, we can decide locally how it’s spent to tackle the issues that matter most to our communities.

“This investment will help us repair roads, improve safety for drivers, cyclists and pedestrians, keeping people moving, while continuing to build the modern, integrated transport system our region needs. That’s what devolution is all about – giving local leaders the tools to get on with the job and deliver better outcomes for the people they serve.”

The road funding serves as a core foundation of the broader £1.6bn TCR deal, which was clinched to speed up the transition toward a fully unified transit network that makes travelling through the City Region and surrounding areas simpler, greener, cheaper, and more inclusive.

TCR Capital will also bankroll the region’s most ambitious expansion of the rail system to date, which includes advancing design work for brand-new stations at Carr Mill in St Helens, Woodchurch in Wirral, and Daresbury in Halton.

Substantial funding is also being funnelled into the bus network as it transitions back to public management – featuring a brand-new fleet of eco-friendly, cutting-edge double-deckers alongside cash to deploy smart, tap-and-go fare systems across the entire transit web.

Furthermore, another £100m is being designated to launch a new rapid transit network, establishing swift, contemporary connections linking central Liverpool to John Lennon Airport, as well as to both the Liverpool and Everton football grounds.
